Am I living in an Illegal place and getting screwed???

Ok, I live in San Francisco, basically a studio which inside the garage. There are no windows except a small, tiny one on the door which opens up to the garage. (so no proper ventilation). I have no fire detector or gas detectorand the gas/boiler thingy is right outside my door (in the garage). (I honestly smell tht gas smell every once in a while). A large family lives upstairs and it's just me downstairs. The landlord divides all the water, trash,electricity in TWO!!! So I am paying around 80$ for water a month. I dont even have a kitchen so all Isue the water is for showering???? Does anyone know what I can do? I dont want to screw the landlord over but I think Im getting seriously screwed with. I wanna get the hell outta here!!!
