I have a 1992 Plymouth Laser i was wondering if my turbo was bad could that cause smoke from the tail pipe?

so my car runs good besides the white some and oil that comes from the tail pipe and not just some times all the time i have fixed the HG so thats not what i think it is but some one had said that it could be bad rings but i have no performance loss?? PLZ help im stuck??
